I don't get Intel Turbo Boost. If my laptop's CPU operates at a sustained 3.3GHz with all threads pegged, why didn't they just rate it that?

Scalar loads use much less power than vector loads. You're not measuring a sustained full workload if you're just doing compiles, etc.

FWIW, turbostat is the best tool for monitoring sleep states, frequency, etc. Maintained in the Linux kernel source tree like perf.
