I don't get Intel Turbo Boost. If my laptop's CPU operates at a sustained 3.3GHz with all threads pegged, why didn't they just rate it that?
So do that then? Or just offer multiple ratings (at this power you can achieve this clock). Knowing the real peak TDP is useful.

AMD and Intel calculate TDP much differently too. PkgWatt reported by turbostat seems pretty close to reality based on external measuring.

Probably varies a lot based on CPU family though...
