I don't see why not. The point of HSTS preloads is that the owner of the site gets to choose. Google just happens to own all of .dev.
I mean if anything ICANN started this mess by letting everyone buy random TLDs, especially those already in common unofficial use.

Anyone can submit their site for HSTS preload on http://hstspreload.org ; effectively Google just decided to submit 'dev.'.
