You can add location information to your Tweets, such as your city or precise location, from the web and via third-party applications. You always have the option to delete your Tweet location history. Learn more
The only way you could check existing passwords would be if your password security sucked. This is by design.
Also banning "pwned" emails doesn't make any sense whatsoever. Emails are not a security token. A "pwned" email is not insecure.
