Are all the passwords ASCII, and if not, are they in a consistent encoding, and if so, which?

He has the plaintext list, I'm sure at least he knows how many are ASCII vs something else, and UTF-8 can be detected fairly accurately.

Quick check suggests at least some passwords are UTF-8 ('Contraseña' in UTF-8 is in the first update subset).
