I found out that the IPTV box at my parents' house negotiates 100BASE-TX *half duplex* on its Ethernet port. WTF, why would you do that?

Did you test with a short known-good patch cord ? Faulty or noisy cabling might explain conservative Ethernet autonegociation.
Need to double check, but I tried two interfaces on the other end and both clearly said the link partner was advertising 10/100 half.

Yeah, just tested another cable. Same deal.

Equipment shouldn't do that by default. Maybe some "creative" sales engineer in Telco ordered it preconfigured if area known for bad cabling
