It's an IPTV box, it receives *multicast UDP*. The last thing you want is to have TX block RX. Kind of explains the UI load times.
I found out that the IPTV box at my parents' house negotiates 100BASE-TX *half duplex* on its Ethernet port. WTF, why would you do that?

Did you test with a short known-good patch cord ? Faulty or noisy cabling might explain conservative Ethernet autonegociation.

Need to double check, but I tried two interfaces on the other end and both clearly said the link partner was advertising 10/100 half.
