What did this fix ?

When the DVI output is off (standby), the PCH tristates its outputs. TMDS transmitter picks up noise and the monitor never goes to sleep.

Was this a documented issue with that hardware? Or did you scope it out? :D

I had a good guess from scoping the output, and the service manual has schematics that confirmed the stupid (HDMI out already has the fix)

Pretty normal. I regularly solder 0402 with a standard tip.
