Cis women might pass as trans women _better_ than men, but it's still not the same. You'd likely just end up with different caricatures.
The specific harm caused by casting men is that it perpetuates the "trans women look like/are men" myth. What about casting cis women?

My biggest worry would be a new myth that _all_ trans women look like cis women, making it harder on ones who don't or are early transition.

That's fair enough. I hope we start seeing more trans cast and Hollywood doesn't just switch from mostly cis men to mostly cis women.
