I know how to stop many ransomwares but the implications of the solution are awful and scary. Clipper chip level of scary :(

A lot others use AES, ChaCha20, Salsa20 or RC4 alll with easily recognizable code patterns that could be found statically and blocked.
You're playing the AV game. That's a game all the AV companies have lost. It would take 5 minutes to work around your static analysis.
