Apparently Mastodon is AGPLv3'd. That means it's not licensed under a Free Software license; the AGPL is an EULA (like the Windows EULA).
Put another way, copyleft/Free Software licenses operate *entirely* within copyright law and only control distribution. EULAs go further.

Technically, copyright forbids even private modification beyond that which is necessary to make a given program work on a given machine.

The copyright owner has the exclusive right to authorize public performance of his work. Does hosting an app count as "performance" thereof?
