Might be fixable in software indeed. Depends on how the charge controller is set up.

AFAIK several chg controllers just suck harder and harder till they see voltage droop (or ERR911_HOUSE_IS_ABLAZE)

Yup, because that's what works with the USB BC spec *up to 1.5A*. Going above that is illegal.
