Some people were saying the Switch charger is buggy/broken. No, just paranoid. Your device is broken. Charger needs power cycle to reset.

Do we know what, if any, Power Delivery spec the Switch charger meets?

The label says 5V/1.5A and 15V/2.6A. Type C-wise it advertises 1.5A. Not sure about PD negotiation, but the 5X sees Type C 1.5A.

are type c devices not supposed to do that period, or do they just need diff charger?

Devices are not supposed to draw more than what the charger advertises. Type A devices are not supposed to draw >1.5A.
