      Getting two chunks to collide requires intense math. Adding the *same* data after them maintains the collision.

      Making the data the same just requires... copy and paste. The only tricky part is making the PDF render differently for each copy

      I'm not sure why you think this is poor design. It's a requirement of pretty much every hash, in order to be streamable.

          It seems to me, that a "static" document like a PDF should not use the same standards as streamable data.

          No file format guarantees anything of this sort. What you can do varies but security is never based on something like this.
