I'm not sure why you think this is poor design. It's a requirement of pretty much every hash, in order to be streamable.

Didn't think I could hate that garbage collection that is the PDF any more than I did.

This isn't really a consequence of bad design. You can play tricks like this with pretty much every complex file format.
