More like MPLS and their routers lying about the route, methinks.
Yep, looks like MPLS with TTL propagation enabled. P routers will return ICMP TTL Expired, but through edge routers, not directly.
And since that TTLExpired is returned from the far PE by sending it with the same label as the user traffic, the TTL is constant.
