That's an SRE prescreen; the recruiter was an idiot if that's precisely what transpired. I've seen that Q&A sheet.
It's meant as a pre-filter but sometimes the questions aren't terribly well chosen; OTOH the interviewee was a pedant.

answering in hex about the TCP exchange is just trolling TBH. May work with an engineer, definitely not with a recruiter :P

But the recruiters I've had sat next to me were more competent at administering this. Especially since they aren't engineers.
