Could be, or a monitor of some kind. But it's weird they'd need special sequencing for Vref... And it works without.
Power sequencing is to avoid latchup inside the chips. Can work or not, depending on the chips internal design.
I also thought about monitoring, but no pin looks wired as some kind of signal or data line.
