I'm not saying it's ethical or desirable; I just object to applying the "pirate" label.
Someone who pirates the game had no intention of paying. Someone who gets a refund may or may not have planned to do so.

If someone plays through an entire game and decides they didn't enjoy it and want a refund, I think that's actually OK.

If someone plans to fraudulently return a game after they're done, that's wrong/unethical, but different from piracy.
