      At least on my browser (Chromium), YouTube tabs only actually start playing when foregrounded.

      Personally I'm okay with that for something like YouTube, but it would be nice if it were configurable.

          Many don’t want it to immediately start downloading & playing a video at whatever bitrate it randomly selects
