Other single use tickets I've used (e.g. any metro/trains in Japan, Bilbao Metro, DART in Dublin) use magstripes.
They pass the cost on to the traveller. Dutch single tickets are €1 more, Glasgow Subway are £0.20 more expensive than smartcard.
