If you install CM13 on top of an older factory ROM then it gets very confused because the vendor/baseband images don't match what it wants.

@vitorgatti Not so sure - it complains about a vendor image mismatch too, and that's in flash-all.sh. Make sure you use a recent fastboot.
@vitorgatti Also, these days there's an "Allow OEM unlocking" thing in Developer Option that you have to flip before you fastboot oem unlock
