The correct name for the PS3 keys that were released is "bootldr keys", not "lv0 keys": named after the verifier, not what is verified.
@KaKaRoToKS I've never heard of there being a PPU ROM stage before that (not that it makes a huge difference), source?

@marcan42 it talks about PPE ROM code doing the initialization and loading the SPE code (how would the Cell know where to fetch lv0ldr from) -
@KaKaRoToKS all of that stuff is for nonsecure boot, and relates to an external ROM. It doesn't apply for the PS3.

@marcan42 and yeah, it doesn't make any difference, but we've started saying lv0ldr and bootldr to differenciate the 2 a long time ago... -
@KaKaRoToKS When secure boot is enabled, the SPE starts up in isolated mode from its internal ROM, and fetches bootldr from "ROM" (Flash).
