Regarding your problem with sshd: I reproduced it on Catalina, and eventually figured (by running dtruss sshd in single-user mode) that the user database is neither /etc/passwd or Directory Service. It’s… /etc/master.passwd. Copied _sshd user to sshd in that file and it worked!

Got a root shell after copying a host key and authorized_keys files, and starting sshd with UsePam=no. I hope the same thing can be done with Big Sur on the M1 :-)
