The devices at either end of the cable detect which way each connector is, and connect to the right two pins (or connect them all together for lazy dumb devices). There is no such thing as a female connector mounted on a cable in the Type-C spec. This use case is not supported.
So what happens is you have two cables with USB2.0 on the opposite set of pins across the middle connection and it doesn't work. To make this work the Type-C extension would need *two* internal sets of USB2.0 wires, but of course nobody makes such raw cable.

(Incidentally for anyone wondering, one of the reaosns there's no C to anything-female or female-c to anything cables is because they can all be used in various combinations with each other or valid cables to build things like A-to-A cables)

Curiously USB3 A-A cables *are* allowed to exist, but not for any generically useful purpose (not many people debugging computers over XHCI debug), and there are a surprising number of computers out there (mostly older, admittedly) which can have USB ports killed with such cables
