Someone just please clone Discord. Don't try to do anything different. Just rip off the entire model and UX into an open source app. Then stick an IRC gateway in front. Then we can solve this problem already.

That doesn’t solve the problem that Discord already has a captive userbase. Facebook didn’t pay $22 billion for WhatsApp for the tech. A major annoyance of IRC for me, past the moderation issues that
@mhoye points out, is protocol inefficiency that makes mobile use difficult.
Honestly, I just don't use IRC on mobile. Probably for the better. If I'm doing useful work, I'm going to be in front of a computer anyway, and if I'm not, I don't need to be on IRC.

That’s fair, but it’s nice to be able to hop on briefly now and then. IRC makes it unnecessarily difficult.
