16GB is way more than most mobile devices already. I sold a laptop earlier this year capable of 64GB of RAM. Some can support 128GB of RAM. Do you need that? In a LAPTOP? I did not. LOL, Chrome is just a browser choice. As a former Senior System Administrator for Sauce Labs, if you want to do Fortune 1 level cross browser development, it's better in their data centers. I used to help run them. Their servers had hundreds of gigs of RAM.

(In 2015. I am sure they have more now. NVidia had systems with 3TB of RAM by 2016. SAP has systems with 24TB of RAM in more recent years. When will that come to laptops? No time that is meaningful for real devs at that level.)
