Are non-powered, passive Ethernet switches a thing? I want to have a small switch box that doesn’t take up a wall outlet on its own, but I dunno if this is feasible without a weird power-over-Ethernet setup

Probably ones that are run off PoE, but I've never seen an unpowered switch.

I have a few passive component video switchers that somehow have passive Ethernet switching, but I have no idea how they pull that off

If by "switch" you mean literally a thing that connects one port to one of multiple Ethernet ports, sure, you can make that. It probably won't meet signal specs but it'll work. If by "switch" you mean the normal meaning of an L2 packet switching device, then no, that needs power
