Open to suggestions for competitors in the ~€15/mo low performance dedicated server class in Europe. Specs are Avoton 8C/8T, 8GB RAM, 1TB HDD. I need IPv4 and IPv6. I can handle disaster recovery myself, as long as support aren't incompetent like this.

I found them to be horrible with tickets and resolving issues. Billing system was foobar as well. Cheap yes, quality ... meh.
You can try OVH (main contender) kimsufi servers, they have a couple of cheap ones

i do not have personal experience with hetzner, but i know a few people with dedicated servers from them happy about it. the price might be a little above you mention, but there are server auctions at ~25€/mo apparently. 1gbps for CPUs "over 1400 CPU-B" which is most of the list
