I've never seen those terms used in the context of I²C, do you have a reference? I think initiator/target better describe the bus communication roles, though.
They were used in SPI interfaces.
But SPI and I²C are very different communication buses with very different device roles. That they're both called "master" and "slave" is testament to just how bad that terminology is and how people lazily use it in situations where it doesn't really apply.
