If windows did this, I *think* that means it believes you've made "significant" hardware changes. I'd bet on firmware "value add", but it could also be a legit bug. Do you know what firmware it is, or which IBV excreted it? (Which hw vendor is it?)
That would explain it. I alternately boot this Windows install on bare metal and virtualized. Is there a way to stop it?
On an HP laptop I have, you can create custom boot entries in the UEFI BIOS, pointing directly to EFI binaries, and completely overriding the default boot options. But I do not know how common is having this option.
This is normal, but it just edits the UEFI boot list. Windows still moves itself to the top regardless of what you add or how. There is no separate "override" list.

Okay yeah, that's some fucked up HP behavior that ignores the EFI boot variables entirely. It's not a thing on normal systems. HP being HP.
