Weird, I have dual boot in a desktop PC and 3 laptops, all of them in UEFI mode, one of them even with SecureBoot enabled (and Refind with shim). In none of them the order is changed if I boot Windows.
Other people have mentioned that this happens on hardware changes... And I tend to boot the same Windows install virtualized half the time...
