It happens everytime for me with no hardware changes. I believie windows is just being a dick. Same with constantly changing my bios time settings along the way.
On an HP laptop I have, you can create custom boot entries in the UEFI BIOS, pointing directly to EFI binaries, and completely overriding the default boot options. But I do not know how common is having this option.
This is normal, but it just edits the UEFI boot list. Windows still moves itself to the top regardless of what you add or how. There is no separate "override" list.
