The speed up algorithm did blended two frames so it looks like it's wrong color, not compression. That's more apparent on those constantly changing values. Speeding a video up isn't just picking some specific frames out and make it a new video

Also, it's impossible to get the CPU usage percentages to always end up on 4 specific values on a real machine. They are always going to vary by 1-2% up and down. Think about it, *every single tile* is one of those exact 4 values. That's impossible. There is always some variation

I didn't say it was achieved by manually loading cpu cores. the author could have hooked APIs in order to have this done.
