totally normal to treat "inactive account" in the same way you'd treat "banned account"
So apparently bugs.mozilla.org disabled my account because I haven't logged in in a long time... and their instructions to re-activate it don't work. So now I need to beg an admin to file a bug because I haven't filed a bug in a long time? What?pic.twitter.com/0nQrmHeICk

Um, no. Asking you to reset your password is reasonable. Asking you to email an admin isn't. This is a bug tracker, what am I supposed to do, make sure I find a bug in mozilla products once a year or else?
