If it's using libswscale, it's probably asking for cheap quality. If shaders/GPU rendering are involved, then it could be more interesting to fix.

I already found the bug, compiling a patched version... Turns out it was the ffmpeg update and Chromium using it badly.
so question, how do you scale this video in firefox? Zoom goes only 300% for me
The scaling was done after the fact. Just play it at 100% and take a screenshot.
