At this point how much of the Linux-kernel is working against quirky hardware (Ex "We have to do this write twice for it to stick")

Most of the drivers? I'm still surprised that the kernel trust HID descriptors, Windows appear to ignore them. Thus why hid-elecom exists in Linux but on Windows works out of the box.
