I don’t know if this is a joke or not, but if not, Premiere works with milliseconds. So that’s what the 21 is.
I don't know about Premiere, but I've never seen two-digit milliseconds in any pro video context. If there's a colon before it, that usually means frames. If there's a dot, fractional seconds.

Might be that. Probably is that. Definitely is that. I just assumed milliseconds because I didn’t actually think of frames as a measure of time tbh
