I checked that the same thing happens on a Mac, and was about to send a report report on that site, but it requires YouTube or Twitch authentication (requesting WAY too many permissions) or one of a bunch of other services I don't have, and no plain email reg/login option. iTunes comes with it, or you can pull the AppleApplicationSupport msi from the iTunes installer and install just that. It's an extremely non-discoverable feature of the original OBS that it will use that encoder if found (in the default installation path only!).

By the way, just an addition: there's free, gpl-compatible fdk_aac fork, which is approved by Fedora Legal team and included in official Fedora repositories: https://cgit.freedesktop.org/~wtay/fdk-aac/?h=fedora … It supports only LC-AAC, but you won't use anything else on 80+ kbps bitrates.
