      This change is regarding host keys, not authentication keypairs.

      Technically yes, but the deprecation is only for host keys. Keypairs used for auth don't generally have their fingerprint verified. On the other hand, first time attempting a host will ask for manual verification of host key fingerprint.

      I can't tell if `ssh-keygen -t rsa` even creates the deprecated thing or not with modern OpenSSH

      I think it doesn't matter, it's the usage, but I need to test all this stuff because their announcement is rather unclear.

          right, I guess the key itself doesn't necessarily contain a hash

          It doesn't, the keypair is the same format, but the hash to be used *with* it could be encoded in the keytype, or not.
