I am not a lawyer, but as I understand it, if a rights-holder doesn't enforce their copyright, their work could enter the public domain.

This is incorrect. That's for trademarks, not copyright. Also, the linked repo had zero Casio copyrighted content according to everyone who saw it. The entire DMCA takedown seems to be fraudulent.

Saw a mirror of the code, 100% not casio's. That notice is completely illegitimate, and constitutes perjury. No question whatsoever.
