just realized i'm using "native Windows" when i mean "Windows in a VM" and "non-native Windows" when i mean "wine"

there are lots of reasons i might want to use Windows but i can't imagine why one would possibly want to run it on bare hardware

Because you're trying to use some obscure software to talk to a USB device, and USB virtualization is still mediocre to terrible.
