I guess your choices would be the CB (27 MHz) band or just staying as a listener in the amateur radio bands (3, 7.5, 21, 24, 144, w/e).
Nobody cares what you do as long as it doesn't leave your house in any appreciable power or interfere with anyone else's stuff. I mean, I ran a pirate FM radio for a Hack It level once... You could baaarely pick it up outside BEC with a decent receiver.

The problem is there are a lot of idiots broadcasting illegally, and nobody wants to be associated with that. If you're running experiments at home *and* you know what you're doing (because it's easy to accidentally make e.g. a GPS jammer) then you're fine.
