If there's no marking on the IC and it hasn't been obviously scratched off, I think you're being too optimistic assuming it's a PIC. Many micros in that package have the same pinout. More likely it's some Chinese thing.
Yeah but there's still a chance it uses the same cloned ISP protocol, no? Worth a try at least.
I'm counting on whoever prepared the clone to have been lazy and not wanted to invent something new. It's not STC (that frankly seemed to get a better idea for ISP than I've seen in the AT89 series), or they'd have marked it.
