The codec commonly used in .mov, Quick Time Animation, encoded all frames independently which allows for instant scrubbing. But modern codecs such as HAP still allow to that on our modern computers... except they allow it in 4K+ resolutions. Also, thanks for ripcord :D
Caching is only really useful for seeking back within the most recent GOP, not for random seeking in a video. Uncompressed video takes tons of RAM.

Eh, it's only 8 seconds, but yeah it won't scale to much further than that. It would be cool to be able to seek forward and backward over the last few seconds though...

*normal* decoding, in order, of course keeps any frames that might still be needed around (and no more, and which frames those are is defined in the bitstream ahead of time, and how many there can be is part of the profile that determines what decoders can handle).
