600Mbps on PPPoE is extremely fast. I recently changed from EditNet PPPoE (~200) to Yahoo BB (ugh Softbank) IPoE (400~900), BIGLOBE PPPoE was my parents'. Apparently as long as you use PPPoE the POI between NGN and ISP is highly congested and ISPs don't have any say in them.
That was the story I heard when I was on NTTPC on VDSL (100mbps line) and getting really poor performance, but then I switched to IIJ and it got much closer to 100m, and now the same on 1G FTTH is better still. I think not everyone ends up with bad congestion on the NGN side.

That said, it does vary quite a bit depending on the time of the day. Upload tends to be consistently fast, download varies a lot more.
