My understanding is that they are trying to reduce the outbreak to an R0 of below 1 but they are overshooting that mark.

That's not what "overshooting" means. "Overshooting" R0=1 would mean you're aiming to exactly make R0=1 and then wound up higher or lower (in the opposite direction of approach).

The goal here is to reduce infections as much as possible, and R0 as much as possible. You can't "overshoot" that. The goal is zero, and you can't go below zero.
