I thought for power your just had to flip the breaker. I've moved in twice and seen friends do it too and it was always like that. You start using it immediately then are expected to sign up with the electric company ASAP with the date of your move-in and start paying.

Gas, OTOH, does require someone to come by to turn it on, I guess for safety reasons, IME. For water it's like electricity, as far as I know you can just flip open the main valve yourself. Not saying this is for sure 100% the same in your case, just my experience.

Maybe depends on the area? In a house I rented before they seemed to have the ability to turn power on/off remotely (e.g. for non-payment).
