> low-cost debuggers Seriously, have you tried any other micros? PICs were historically on the *expensive* side of debuggers (ugh ICD2, nevermind the ICE era), until PICkit came along. By then other micros had cheap debuggers too.

Factory programming often is two tier also. Test and verification F/W is often seperate from the firmware binary IMO. It gets rolled into the board test stage usually and I've always made a case for tested, programmed deliverables in terms of PCB stock.
