The sad thing is I don't know *who* they are... the domain is nondescript, it has WHOIS privacy, the server is on some shared hosting... I can just see what CDs they're pressing.

Nope, server's in the US and the folders reference actual CD duplication companies in the US (so this seems to be a common press several of them outsource to).
